What we know so far

An official statement released later in the day stopped short of addressing the specific figures cited in the documents reviewed by this newsroom.

Attempts to reach the officials named in the report were unsuccessful; comments will be added to this story if they respond.

Officials confirmed the details are still being verified by the relevant agencies.

Beyond the policy questions the story is a local one: it affects households planning around costs they cannot control and institutions that must absorb the change on short notice.
